As in the UK, i would think that he will have to get his coaching school sanctioned by his local FA.
If he has done his coaching qualifications in the UK he will have to have gone through Safeguarding Children and Practical/First aid, which is part of the course. I would also think that he will have to have an emplyee who is the designated Child Welfare Officer (CWO) The person who will be nominated to be CWO will have to go through the appropriate CWO course.
Level 1 Certificate in Coaching Football
Course Duration: 27 hours Minimum age 16
The practical element of this course provides 23 conditional practices where the game is the teacher. The content of each practice has been designed to be easily understood, and the coach does not need to have great technical knowledge.
Awarded in partnership with the FA, the Level 1 is the first rung on the coaching ladder. This vocationally related qualification provides you with the opportunity to study and be assessed in both practical and theoretical aspects of coaching football. No pre-requisites to join this course.

Course Information.
1. For whom is the course intended:
For coaches who wish to learn the basic “Technical” aspects of Goalkeeping.
Minimum age of candidate: 16 years old
2. Course objectives:
On completion of the course the competent coach will be able to:
- Coach basic individual techniques and understand how to develop and improve the Goalkeepers’ technique.
- Plan and prepare progressive technical practices.
- Maintain the health and safety of the players and other coaches.
- Maintain the high standards of conduct to promote Association Football.

Course Duration: 90 hours Minimum age 17
Awarded in partnership with the FA, the Level 2 Certificate in Coaching Football is the next progression on the coaching ladder. The qualification offers candidates a combination of practical experience and class-based theory to develop an understanding of the planning, conducting and evaluation of ethical football coaching sessions.
The practical element of this course is physically demanding and candidates should be reasonably fit.
No pre-requisites to join the course but students are required to attend Safeguarding Children and Emergency Aid Workshops before their final assessment (see page 19). Laws of the Game Workshops are included in the course.
